QUALIFICATIONS:

  • A Bachelor's Degree is preferred in Human Resources, Labor law, Labor Relations or a related field of study of study; AND
  • Three years of professional experience in Labor Relations or Human Resources; AND
  • Three years of management, administrative, or executive experience. Prior experience should include supervision of personnel, planning and implementation of staff development programs, disciplinary policies, experience with collective bargaining, budgeting, fiscal responsibilities, as well as oversight of staff; AND
  • A valid state of Michigan Driver's license with a safe and acceptable driving record.

JOB DESCRIPTION:

The Assistant Division Director of Engineering (Administration) will be responsible for the day-to-day administrative needs in the Department of Public Services Engineering Division. This position will assist the Division Director in oversight of personnel and union-related matters. Responsibilities will include: direct supervision of employees in the Design, Planning, Permits, Field Engineering, Surveying, Construction, and Testing & Lab Unit; implementation of strategic planning and staff development programs; assist in monitoring the budgetary expenditures; represent the Division in union grievance matters and collaborating with the other Department of Public Services Divisions to ensure efficient employee relations and shared responsibilities. The Assistant Division Director will be responsible for coaching, counseling and assisting the management staff in making procedural and personnel decisions; conducting disciplinary hearings and attend/reply to step 3 & step 4 grievances; and functioning as the office manager, which includes the approval of training, determining the amount of over-time that is justifiable, determining the type and amount of resources needed that impact the work performance & work product of every employee in Engineering, ordering office supplies and any necessary equipment that the Division needs to be productive and monitoring employee leave time records & work schedule to ensure adequate staffing for the operations as well as approve time off requests for the higher level engineers.

KEY DUTIES AND RESPONSIBILITIES:

  • Perform administrative functions such as reviewing & writing reports, approving expenditures, imposing rules, & making decisions about the purchase of materials or services
  • Develop and implement policies, standards & procedures for the Division
  • Coach, counsel and assist management staff in making personnel and procedural decisions
  • Monitor and assist in the planning of yearly and monthly budgetary expenditures.
  • Respond to concerns/complaints from elected officials, municipalities and general public that relate to employee misconduct.
  • Administer, approve & review employee disciplinary actions such as written reprimands, suspensions, or terminations
  • Provide counsel management, attend/respond/conduct Step 3 & 4 grievance procedures, as well as represent the Division in arbitration proceedings
  • Investigate & evaluate complaints or disagreements between employees to determine viability
  • Mediate discussion/disagreements between employees/management/union in an attempt to reconcile differences
  • Advise management on matters related to the administration of contracts, employee discipline or grievance procedures
  • Monitor the workforce for adherence to Wayne County policies and union agreements
  • Train Managers or Supervisors on topics related to management processes & responsibilities, labor relations subjects such as: working conditions, safety, equal opportunity practices & diversity
  • Consistently monitoring the overall operations looking to identify and/or implement strategies, policies or practices that will further the mission of exemplary and efficient services
  • Facilitate monthly meetings and planning sessions with higher level Engineers & Managers
  • Perform leave record reports of staff to ensure adequate staffing & adherence to the attendance policy
  • Approve time off requests of the Division supervisory team
  • Assist with decisions related to filling of positions, number of personnel assigned to each unit & over-time requests
