DESCRIPTION OF MAJOR JOB DUTIES

Under the guidance of the HR Business Partner to HVCW in the Department of Personnel/Human Resources, the Personnel Manager will serve as the Personnel/Human Resources liaison at the Juvenile Detention Facility (JDF). The Personnel Manager functions as the Leave/FMLA coordinator for JDF, maintains FMLA database for all JDF employees, prepares and processes JDF FMLA leave time requests, etc; assists with the maintenance of departmental personnel records; supervises clerical staff; supports grievance procedure, employee disciplinary actions and internal investigations; conducts general PHR administration and employee relations at JDF; and supports selection and recruitment efforts for JDF. The Personnel Manager also assists in the creation and administration of the Department's personnel policies and procedures; conducts all New Hire Orientations for new employees at JDF; supports JDF training and administration and prepares or supervises the preparation of personnel documents. In addition, the Personnel Manager is responsible for the maintenance, supervision and oversight of personnel information/records for JDF and performs additional duties as assigned.

QUALIFICATIONS

The ideal candidate will have the following:

  • A Bachelor's Degree with a major in Business Administration, Public Administration, Human Resources, or a related degree; AND
  • At least three (3) years of full-time paid human resources experience, which must include processing HR transactions, employee relations, records management, FMLA administration, handling grievances, administering disciplinary actions, and familiarity with HR-related federal and state legislation; one (1) year of which must have been working in a union environment.

Also, experience conducting investigations into discipline, grievances and employee relations is strongly preferred.

Additional years of the required experience may be substituted on a year for year basis for the required bachelor's degree.
