DESCRIPTION OF MAJOR JOB DUTIES

The Department Manager 4 serves as the Project/Contract Manager to plan, direct, or coordinate the activities of buyers, purchasing officers, and related workers involved in purchasing materials, products, and services for medium to large size construction, renovation, service and repair projects. Assist in bidding and awarding professional service and contractor contracts. At times, may be responsible for obtaining the drawings, specifications, price lists, etc. to be used to design, develop bidding and construction. Functions as the department's representative with architects, engineers, construction managers, consultants, and clients. Keep supervisors apprised of issues beyond the original scope of work and provides recommended solutions. If necessary, prepares the appropriate documents to obtain project funding. Review specifications and obtains quotes for major project related purchases. Utilizes current County-wide and or department specific software to complete assignments.

Required Tasks

  • Manage multiple projects at once while ensuring that all are completed on time.
  • Monitor budgets to ensure they are being maintained throughout the duration of awarded contracts.
  • Coordinate with architects, engineers, suppliers and other third parties.
  • Evaluate bids from contractors to determine which company should be awarded the contract.
  • Estimate cost required to completed projects including labor and material.
  • Maintain and update a schedule and phasing plan for facility projects.
  • Work with Procurement to bid contracts-this includes preparing scope of work for improvements and coordinating construction documents with consultants.
  • Work with internal building maintenance and trades to coordinate standard maintenance of facilities.
  • Review and acquire Department approval of all Total Contract Management (TCM) procurements.
  • Work closely with DPS Contract Manager to provide assistance coordinating with DPS-ESD unit Managers on all TCM submissions.
  • Ensure departmental compliance with a multitude of contracts, procurement, and Purchasing Division requirements.
  • Achieve all contract related materials electronically using contract management system.
  • Coordinate and assist DPS-ESD Unit in contract management including submission of freeze forms, requisitions, etc.
  • Follow up with Vendors, Divisions and Corporation Counsel on missing items & revisions to contracts.
  • Perform other related duties as assigned.

Educational Requirements

  • Bachelor's degree from a recognized college or university.

Experience Requirements

  • Four years of experience working in the public sector following procurement and contract management guidelines.
