Description

The Department Supervisor 1 – Tax Payer Assistance in the Wayne County Treasurer's Office is responsible for overseeing the effective and efficient administration of the Taxpayer Assistance Division. This role includes assisting taxpayers and supporting the coordination and oversight of auctions within the Treasurer's Office. The position reports directly to the Department Manager or Department Administrator of Taxpayer Services.

Required Tasks

  • Assist with the September and October Property Auctions.
  • Assist with the sale and deeding of parcels from the Wayne County Treasurer's Inventory.
  • Track auction purchases to assure all payments are made and Quit Claim deeds are processed and recorded.
  • Assist resolving taxpayer issues
  • Interact with various governmental entities and local communities related to taxpayer issues
  • Assist with training PTA and PTA (Taxpayer Services)
  • Work with the Property Tax Administration (PTA) System programmers to assure that issues and enhancements with the PTA system are resolved or implemented in a timely manner.
  • Assist management of parcels in the Wayne County Treasurer's Inventory (i.e., demolition, boarding up and maintaining vacant homes and maintaining vacant lots).
  • Assist with the First Right of Refusal and Second Right of refusal processes for Municipalities
  • Explain procedure for completion of Distressed Owner/Occupant Extension and Stipulated Payment Agreement forms to taxpayers.
  • Staff Foreclosure Prevention seminars and workshops.
  • Attend Show Cause hearings
  • Utilize PTA & Register of Deeds system to research properties.
  • Draft and submit payment agreements into PTA.
  • Assist in processing Distressed Owner/Occupant Extension applications (DOOE) as needed
  • In the absence of the Department Manager 1, assume responsibility for the direction of all activities related to the department.
  • Assist in training of new employees.
  • Perform other related duties as assigned that are consistent with this classification.

Educational/Experience Requirements

  • High School diploma or equivalent and three (3) years relevant Taxpayer assistance experience or administrative; or
  • High School diploma or equivalent; one (1) year of supervisory experience and two (2) years relevant Taxpayer assistance experience or administrative experience; or
  • Associates degree and one (1) year relevant Taxpayer assistance experience or administrative experience; or,
  • Bachelor's degree in related field and no experience.
