DESCRIPTION OF MAJOR JOB DUTIES

Wayne County's Indigent Defense Services Department is developing a staff of dedicated professionals who are committed to excellence in criminal defense representation at the trial court level, and equal access to justice. The IDSD launched in August of 2020 with the hiring of its Director. The IDSD is state-funded through annual grants from the Michigan Indigent Defense Commission (MIDC).

The IDSD is responsible for the entire indigent defense system in Wayne County. Third Circuit Court, Michigan's largest trial court handles more than 15,000 assignments of counsel in felony cases that originate in the county's numerous district courts. Approximately 65% of the assignments were handled by more than 200 private assigned counsel who were qualified by the IDSD Attorney Assignment Committee to handle cases in four Tiers, or categories, of cases. The remaining 35% of assignments went to the Neighborhood Defender Service Detroit (NDSD), Wayne County's public defender vendor.

Reporting to the IT Manager, the Information Technology Application Administrator will assist in the creation and implementation of innovative technology solutions for the IDSD with a direct focus on the delivery of criminal defense services to Wayne County's indigent population. Technology solutions will be needed for tracking of compliance with standards of the MIDC, including training of assigned criminal defense counsel, timely assignment of counsel, timely visits with clients, and use of investigators and experts. Technology solutions will also be needed for managing payment of attorneys, vendors, and external stakeholders, as well as continued training on the technological solutions for the systems.


ELIGIBLE PERSONS

Required Tasks

  • Supports the IDSD IT Infrastructure Manager and Applications Development Manager.
  • Researches and designs new software systems, websites, programs, and applications.
  • Assists in the development of technology solutions in the areas of attorney assignments, attorney qualifications and performance review, financial payments, data collection, and reporting.
  • Assists in the development and management of system projects from design through release.
  • Conducts (UAT), verifies and deploys software systems.

Additional Tasks

  • Assists in the training and skill development of Department staff and external users on software and hardware.
  • Creates technical documents or other media, and trains staff and other external stakeholders.
  • Designs, builds, or maintains websites, using authoring or scripting languages, content creation or management tools, and a variety of digital media.
  • Works directly with SMEs in the Department of Technology to improve IDSD department applications.
  • Maintains operational runbooks and knowledgebases.
  • Analyzes existing programs for modification purposes, both for internal and external use.
  • Evaluates user feedback.
  • Recommends and executes program improvements.
  • Manage day to day ticketing queue to ensure timely response and resolution to requests and incidents.
  • Works independently and manages workload as required by timeline.
  • Performs other duties as assigned.

Educational/Experience Requirements

  • A Bachelor's degree in a business, information/computer science, or IT related field.
  • At least two (2) years of experience supporting and designing web applications.
  • Experience in software requirements gathering, process mapping and UAT.
  • Experience in business analysis, Agile project management and the software development lifecycle.
  • Experience in Office 365 applications.
