Purpose/Description

The Equipment Repair Specialist 1 will perform a wide variety of mechanical repair and maintenance of automobiles, heavy equipment, heavy trucks, pumps and compressors. Master mechanics will have the ability to repair virtually any system on the vehicle or its equipment. Some common equipment to be repaired are mowers, tractors, sign and flasher boards, and snow removal equipment.


Responsibilities for External Candidates

    • Test drive vehicles
    • Test components and systems using equipment such as engine analyzers, compression gauges and computerized diagnostic devices.
    • Examine vehicles to determine extent of damage or malfunctions.
    • Repair, reline, replace and adjust brakes.
    • Follow checklists to ensure all important parts are examined, including belts, hoses, steering systems, spark plugs, brake and fuel systems, wheel bearings and other potentially troublesome areas.
    • Infrequently may involve conferring with customers to obtain descriptions of vehicle problems and to discuss work to be performed and future repair requirements.
    • Perform routine and scheduled maintenance services such as oil changes, lubrications and tune- ups.
    • Repair and service air conditioning, heating, engine cooling and electrical systems.
    • Test and adjust repaired systems to meet manufacturers' performance specifications.
    • Review work orders and discuss work with supervisors.
    • Tear down, repair, and rebuild faulty assemblies such as power systems, steering systems and linkages.
    • Plan work procedures using charts, technical manuals and experience.
    • Disassemble units and inspect parts for wear using micrometers, calipers and gauges.
    • Repair or replace parts such as pistons, rods, gears, valves and bearings.
    • Rewire ignition systems, lights and instrument panels.
    • May require repairing manual and automatic transmissions.
    • Install and repair accessories such as radios, heaters, mirrors and windshield wipers.
    • Maintain cleanliness of work area.
    • Perform additional duties as assigned.

Qualifications for External Candidates

  • Educational Requirements
    • At the time of appointment to the position:
      • Certification in five (5) Automobile or Heavy Truck Mechanic licensing areas
      • A valid driver's license
  • Special Conditions
    • A Master Mechanic certification is required within five (5) months of appointment (State of Michigan and /or A.S.E. only)

TYPES OF ASSESSMENTS

An Oral Information Assessment (60%) will be administered covering knowledge of diagnosis, repairs and maintenance of automotive, heavy equipment, mechanical equipment and other related areas. A Personal Qualifications Assessment will be rated at (40%).

A physical agility assessment will be administered on a pass/fail basis.

Candidates must pass all tests in order to be placed on the eligibility list.


PURPOSE

To establish an eligible list from which to fill present and future vacancies. The eligible list will remain in effect for six (6) months but may be extended. This will remain in existence until exhausted or terminated by the Department of Personnel/Human Resources.
This is a continuous examination and ranking on the eligible list will be subject to change as names are added to and removed from the list.

GENERAL INFORMATION

Pay Rate and Fringe Benefits: Appointments will usually be made at the minimum rate with annual increases where applicable. Payment is on a bi-weekly basis. Employees receive liberal fringe benefits, which include vacation pay, sick leave pay, health care insurance, optical, dental, long term disability, life insurance and a retirement plan.

Investigation and Probationary Period: An investigation of character and past employment will be conducted. Appointees must satisfactorily complete a probationary period before the appointment will be considered permanent, in accordance with the provisions of the collective bargaining agreements.

Veteran's Preference: Honorably discharged war veterans who receive passing grades on examinations will have ten (10) points added to their final earned examination scores and those who have a service connected disability will have five (5) points added to their score, for a possible total of fifteen (15) additional points. Requests for and proof of eligibility must be submitted at the time of the examination.

Appeal of Rejection: Persons denied permission to compete in an examination may make a written appeal to the Wayne County Civil Service Commission for a final decision. An appeal must be filed within twenty (20) days following the mailing of the rejection stating the basis on which the application should be accepted.

Review of Examination: A request to review an examination must be made in writing within twenty (20) days after the notice of result of the examination is mailed. An appeal concerning the rating received must be made in writing within twenty (20) days after the review. An appeal must state the basis on which it is claimed that the rating is improper.
