The Application Support Engineer 1 will report to the Enterprise Applications support team. This team is responsible for managing core application changes, reporting, and releases for the internal technologies driving Wayne County.

We are looking for well qualified candidates that have experience developing, or supporting and managing Enterprise Application Cloud environments, implementations, and migrations. As such, there will be a need to be familiar with Windows and Linux Server, MSSQL and Oracle Relational Databases, Cloud Infrastructure, and SaaS Cloud technologies. Ideally the successful candidate will have a broad understanding and capability of supporting enterprise-based cloud technologies and solutions.

The Enterprise Application support teams are currently in the process of creating momentum around several next generation initiatives to bring our platforms into the cloud and into the future. This role will subsequently have an opportunity to learn about cloud-based architectures, and how to solution cloud-based infrastructures as code.

The position requires a strong blend of technical expertise and problem-solving skills to support our cloud journey and ensure the smooth operation of our enterprise applications.



Required Tasks

  • Oracle Fusion HCM Support:
    • Serve as a subject matter expert (SME) for Oracle Fusion modules (ERP, HCM, EPM, SCM).
    • Provide Tier 2/3 functional and technical support, troubleshooting issues related to configuration, data, workflows, and integrations.
    • Manage security roles, profiles, and data access.
    • Perform data loading and validation using HDL and Spreadsheet Loaders.
    • Configure and customize Descriptive/Extensible/Key Flexfields (DFF/EFF/KFF).
    • Develop and maintain custom reports and analytics within HCM.
  • Cloud Operations & Automation:
    • Support and manage the Oracle Fusion application within Oracle Cloud Infrastructure (OCI).
    • Develop, maintain, and troubleshoot integrations using REST APIs and Oracle Integration Cloud (OIC).
    • Develop and maintain scripts (e.g., Python, Shell, PowerShell) for automation, monitoring, and operational tasks.
  • Technical Administration & Collaboration:
    • Coordinate and certify application patching, updates, and release activities in a SaaS environment.
    • Implement and maintain observability/monitoring standards using enterprise tools (e.g., Splunk, OCI Monitoring).
    • Maintain operational runbooks, knowledge base articles, architectural diagrams, and incident response playbooks.
    • Collaborate with county divisions to understand requirements and translate them into technical solutions or operational improvements.
    • Work closely with vendors for SaaS solutions, ensuring operational stability and optimal performance.
    • Manage incident and service request queues (e.g., using Jira ITSM), ensuring timely resolution and communication.
    • Assist security and audit teams with compliance activities and reporting.


Educational and Experience Requirements:
  • Bachelor's degree in Computer Information Systems, Computer Science or a related discipline OR
  • Associate's degree and 2 years of technical support experience with enterprise applications

Preferred Experience:

  • Experience implementing or supporting specific Oracle Fusion modules like HCM/ERP/SCM/EPM.
  • Experience with Git and CI/CD concepts and tools (e.g., Jenkins, GitLab CI, OCI DevOps Services, Bitbucket).
  • Coding Proficiency demonstrated through a public Git repository.
  • Familiarity with ITIL framework (ITIL certification is a plus).
  • Familiarity with Linux and/or Windows Server operating systems.
  • Experience using Jira for ITSM and/or project tracking in an Agile environment.
  • Familiarity with SharePoint for documentation or collaboration.
  • Familiarity working with and managing resources within Oracle Cloud Infrastructure (OCI).
  • Familiarity with enterprise monitoring tools (e.g., Splunk, Oracle Management Cloud, OCI Observability).
  • Ability to learn broader Oracle Cloud applications (HCM, ERP, SCM, EPM).
  • Knowledge to develop and support Infrastructure as Code (IaC) practices using Terraform for environment management and automation.
