DESCRIPTION OF MAJOR JOB DUTIES

The Department Manager 4 assists in the development and implementation of the Juvenile Services' Quality Improvement Plans. The Department Manager 4 provides direct supervision of staff, oversight of audits, investigations, and evaluation of fiscal reviews for Juvenile Services' contract managers to monitor the Care Management Organizations, Juvenile Assessment Center, and other contractual programs. This position works in conjunction with Management &Budget to perform fiscal reviews, and coordinate with contract managers with on-site evaluations and case/programmatic audits to assess compliance with contractual and policy requirements.

ELIGIBLE PERSONS

This examination is open only to employees of the County of Wayne who, at the time of application, are Government Administrator's Association members, who have:

  • Regular status; AND
  • Master's degree in Social Work, Social Welfare, Psychology, Guidance and Counseling, Criminal Justice, Public Administration, or related Human Service degree; AND
  • At least 5 years of supervisory/management experience; AND
  • At least 5 years of full-time experience in child welfare, juvenile justice, mental health, substance abuse or other services provided to youth and families.

SPECIAL CONDITIONS: Candidates must pass a DHHS Clearance, Fingerprinting, and a Children's Protective Services History Review.

TYPES OF TESTS

An Oral Information Assessment will be rated at (60%) and will cover knowledge of social work/counseling principles and practices, Licensing and Child Protective Services guidelines and other related knowledges. Personal Qualifications Assessment, which may include an in-basket exercise, will be rated at (35%). Experience and Training will be worth (5%).

Candidates must pass all tests in order to be placed on the eligibility list.

In the event that the number of eligible applicants is equal to or less than the number required for certification, the Department of Personnel/Human Resources may substitute for the above tests an evaluation of experience and training or such other tests as the Department may deem desirable to determine the competence of the applicants for promotion.

Applicants must comply with the provisions of their union contract regarding career demotions and career shifts. Applications from GAA employees who have regular status in this class (and are employed in this class or in a class on a higher level) will not be accepted.

PURPOSE

To establish a GAA promotional eligible list from which to fill present and future vacancies. Certifications made for the purpose of filling positions which, at the time of certification, are filled by persons having provisional promotions will be governed by the provisions of Section 6 (e) of Rule 8 of the Rules of the Department of Personnel/Human Resources. The eligible list(s) will remain in effect for one (1) year but may be extended.

GENERAL INFORMATION

Section 5 (b) of Rule 6 of the Rules of the Department of Personnel/Human Resources provides that persons denied permission to compete in an examination may make a written appeal to the Wayne County Civil Service Commission for a final decision within twenty (20) days following the mailing of such notification, stating the basis on which it is felt that their application should be accepted.

In accordance with the provisions of the collective bargaining agreement, appointees must satisfactorily complete a probationary period before the appointment will be considered permanent.

Appeal Process: Under the Rules of the Department of Personnel/Human Resources (Rule 6, Sections 12 and 13), requests to review examinations must be made in writing within twenty (20) days after the mailing of the notice of results. Appeals concerning the ratings must be made in writing within ten (10) working days after the review. The appeal must state why the applicant believes the ratings are improper.
