Purpose/Description

The Director of Government Affairs monitors pending legislation and its potential impact on Wayne County and collaborates closely with federal, state, and local authorities to enhance the County's visibility and influence. This position advises the CEO, Deputy CEO, and Executive Staff in developing policies and strategies that strengthen Wayne County's economic and social standing. The Director works primarily in Detroit with frequent travel to Lansing and other locations as required.


The target salary range is $105,000 to $125,000


Required Tasks

  • Legislative Monitoring & Advocacy


Monitor the introduction of Michigan House and Senate bills and analyze proposed legislation for potential impacts on Wayne County.
• Work with departments and the Office of the Executive to establish state budget and policy priorities, developing strategies to achieve these goals.
• Testify before legislative bodies regarding proposed legislation and coordinate testimony by Wayne County personnel as needed.
• Collaborate with contracted lobbying firms to align tactics and messaging on proposed legislation.
• Conduct regular meetings and maintain communication with members of the Michigan Legislature and key policymakers to promote County interests.

  • Relationship Management
    • Build and sustain relationships with local, state, and federal representatives, including members of the Michigan House, Senate, and U.S. Congress.
    • Represent the Office of the Wayne County Executive at regional and state-level governmental organizations (e.g., SEMCOG, Michigan Association of Counties).
    • Engage with stakeholders and partner organizations to strengthen Wayne County's public image and advocacy efforts.
  • Communication & Coordination
    • Facilitate communication between Wayne County leadership and state/federal counterparts.
    • Provide regular updates on legislative developments, policy priorities, and advocacy initiatives.
    • Draft internal memoranda, public statements, and external communication materials in collaboration with the Executive Office communications team.
  • Policy Development & Strategic Planning
    • Support Executive leadership in identifying opportunities for state or federal funding and partnership.
    • Evaluate the implications of federal and state budgets and assist departments in optimizing resource allocation.
  • Administrative Oversight
    • Coordinate with and oversee multiple contracted lobbying firms, ensuring alignment with County priorities and compliance with reporting requirements.
    • Participate in strategic planning and intergovernmental relations initiatives.
    • Make high-level decisions that significantly affect County policy, reputation, and intergovernmental partnerships.

QUALIFICATIONS

Experience/Educational Requirements

  • Bachelor's degree is required (Public Policy, Political Science, Public Administration, or a related field preferred); AND
  • Advanced degree (Master's or Juris Doctor) preferred
  • Four (4) or more years of experience in government relations or public affairs; AND
  • Licensing: All candidates must either be registered as a lobbyist or qualified to register within the first 30 days of employment with the Michigan Secretary of State, pursuant to Michigan Compiled Laws 4.417.
