The Licensed Professional Engineer (Structures) performs a delegated role in day-to-day operations with responsibilities in bridge load rating, pump house inspection, attenuator inspection, dam inspection, Bridge Maintenance crew supervision and maintenance/updates to the MiBridge Website. The Licensed Professional Engineer (Structures) will also perform bridge inspections, plan reviews, and load rating for all of Wayne County's bridges. The Licensed Professional Engineer (Structures) has direct impact on ensuring the County remains in compliance with all MDOT and Federal Highway Administration rules and regulations. Other related engineering and structures responsibilities may be assigned as necessary.

Required Tasks

  • Assist with routine inspection, fracture-critical inspection, scour inspection, element inspection, and detail inspection (section loss of steel and concrete members), pump station inspections, attenuator and dam inspections as required.
  • Review project priorities, determine scope of work, and prepare repair/maintenance plans for bridge and building sections.
  • Field review of on-going repair projects for bridges, pump stations, attenuators.
  • Review/maintain/update inspection reports in MiBridge website and RFA's for all County bridge inventory lists.
  • Calculate/update all County bridge load ratings and report to MiBridge website.
  • Other Duties:
    • Generate repair cost for County bridges, pump stations, attenuators, dams.
    • Procure the services of engineering consultants and manage their work as it relates to bridge safety inspection, pump stations, attenuators, dams.
    • Supervise lower-level Engineers (RFA coordinator, consultant coordinator or inspector).
    • Prepare maintenance schedule (bi-weekly, monthly and annually) for the pump houses, attenuators and dams inventory list.
    • Check inspection reports of bridges as they are due to stay in compliance with the state and feds. Check daily plans of the bridge maintenance crew, material used to do bridge repairs, evaluation of bridge repair method. Check RFA for bridge scaling, pump house stations, attenuators and dams inspections and bridge load rating requests.
    • Prepare maintenance schedule for the bridge inventory list, estimates costs of repairs, generates RFAs, generates RFP's to solicit consultant services on an as-needed basis.
    • Perform bridge load ratings and condition rating.



Educational and Experience Requirements

  • Bachelor's of Science in Civil Engineering degree from an accredited college or university AND
  • A valid driver's license with no more than 7 points.
  • Professional Engineering License in the State of Michigan
  • More than Five (5) years' experience as an Engineer AND
  • Structural engineering background with experience in design and rehabilitation of Bridges/Structures AND
  • Experience using Bridge load rating AASHTOware Bridge software AND
  • Experience using Microsoft office AND
  • Bridge load rating experience using hand calculations.



SPECIAL CONDIITONS:

The following certifications must be obtained within the first year of employment. If any of the certifications have not been acquired, the probationary period will be extended to meet the attainment within the first year.

  1. Current FHWA Bridge Inspection Certificate meeting the requirement of a qualified team leader
  2. Current FHWA Fracture Critical Inspection certificate
  3. Bridge load rating certificate
