DESCRIPTION OF MAJOR JOB DUTIES

Under the direction of the Division Director, the Department Manager 1 is responsible for: oversight of the Loan for Defined Contribution program, processing all distributions from the Defined Contribution plan, deferred compensation plan, and making corrections in the Empower systems. Responsibilities include ensuring retirement loans meet IRS guidelines and requirements spelled out in the Plan's agreement, ensuring that account balances have the adequate limit to qualify for a loan, ensuring that loan payments are on time, notifying participants who are at risk of defaulting on plan loans, determining if participants qualify for 457 hardship loans and providing information to participants regarding features related to retirement plans. The Department Manager 1 will also collaborate with the plan service provider and work directly with Empower Plan managers to review and advice on plan provisions, daily functions, and corrections as well as making certain payroll compensation are correctly applied.

Required Tasks

  • Lead and supervise the assigned staff in Member Services, providing clear guidance and work assignments.
  • Provide prompt and high-quality service to retirement system members, external agency representatives, by delivering accurate and up-to-date information efficiently.
  • Manage processes related to the Defined Contribution Loan program.
  • Ensure that the County Employees' Retirement deductions comply with the employees' collective bargaining agreements and ordinances for the accurate application of the retirement benefit programs.
  • Oversee the comprehensive development, training, and performance evaluation of department staff.
  • Supervise staff activities to ensure safe and efficient work practices, as well as maintain quality and accuracy.
  • Perform other specialized duties related to the overall management of the Retirement benefit plans.
  • Process all distributions from the defined contribution plan, deferred compensation plan and FICA Alternative plan.
  • Reconcile all reports with Empower; update participate records.
  • Investigate all incorrect records within Empower system.
  • Assist with deferred compensation and FICA alternative plan, as needed.
  • Process judge's payroll.
  • Process all Military and other government purchase requests.
  • Process all terminations across all plans.
  • Prepare workup service investigations.
  • Review records or reports pertaining to reporting and compliance.
  • Perform additional duties as needed.

QUALIFICATIONS

Educational/Experience Requirements

  • A High School Diploma or equivalent and 5 years of management experience, including overseeing operations, managing processes and supervising staff; OR
  • An Associate degree and 3 years of management experience, including overseeing operations, managing processes and supervising staff; OR
  • A Bachelor degree in Public or Business Administration, Accounting, or related degree and at least 1 year of management experience, including overseeing operations, managing processes and supervising staff.
